Articulación Logística Civil-militar en Gestión de Desastres: Una Revisión Sistemática Para el Contexto Peruano

Resumen
Esta revisión sistemática analizó la evidencia sobre la coordinación logística civil–militar en la gestión de desastres en el Perú. Se buscaron estudios publicados entre 2020 y 2025 en Scopus, Web of Science y SciELO, incluyendo artículos revisados por pares sobre coordinación, logística o respuesta a desastres en el Perú o contextos similares. Dos revisores evaluaron los registros de forma independiente, aplicando AMSTAR 2 y ROBINS-I para el riesgo de sesgo y GRADE para la certeza de la evidencia. De 144 registros, 30 cumplieron los criterios de elegibilidad. La síntesis temática identificó cinco componentes clave: centros de mando conjunto, interoperabilidad tecnológica, flexibilidad operativa, capacitación conjunta y gobernanza colaborativa. La evidencia, mayormente observacional, mostró heterogeneidad y no evaluó formalmente el sesgo de reporte. Se recomienda fortalecer el SINAGERD mediante plataformas interoperables, protocolos comunes, simulacros interinstitucionales y una doctrina nacional que equilibre el liderazgo militar con mayores capacidades civiles.
